Mr. Horowitz has practiced in the area of employee benefits and executive compensation for over 30 years. He counsels employers and executives on employment, retention and severance agreements, equity-based compensation and incentive pay. He has extensive experience in the design and operation of compensation and benefit arrangements, including the operation of tax qualified plans, deferred compensation arrangements, and non-cash benefits.

Mr. Horowitz works with venture capital funds, investment advisers and mutual funds on ERISA issues, including issues of fiduciary responsibility, prohibited transactions and regulatory compliance for tax-qualified plans and IRAs. He advises on plan asset issues and transactions that may be restricted under ERISA.

Mr. Horowitz has an active practice in the area of employee stock ownership plans, and has been involved in virtually every aspect of ESOP transactions for public and private companies. He has acted as trustee’s counsel, lender’s counsel and special corporate counsel in those transactions, which have ranged in size up to $800 million.

Mr. Horowitz is a frequent speaker in the area of employee compensation and benefits, particularly on the topics of executive retention and compensation, incentive and equity plans, health plan design and workplace benefits. He has represented clients before the IRS, Department of Labor, and Pension Benefit Guaranty Corporation, and secured the first IRS approval of health plan debit cards. He has been an Adjunct Professor in the Graduate Tax Program at the Villanova University School of Law for over 25 years. He has been recognized in New Jersey and Pennsylvania Super Lawyers and is listed in the 2009-2017 editions of The Best Lawyers in America. He has also been named the Best Lawyers 2017 Philadelphia “Lawyer of the Year” for Employee Benefits (ERISA) Law. Super Lawyers is published by Thomson Reuters. Best Lawyers is published by Best Lawyers in partnership with US News and World Report.
