Fred Brown was born and raised in Southern Oregon and graduated from the University of Oregon undergraduate and law schools. He is a licensed attorney in Oregon and Alaska, and Executive Director of Health Care Cost Management Corporation of Alaska, dba the Pacific Health Coalition (the Coalition).

The Mission of the Coalition is to ensure that member workers and their families have access to value- and quality-based health care benefits and services. At the time Fred became its Executive Director in 2009, the Coalition included 15 Alaska health plans with approximately 25,000 employees, plus their dependants. Since Fred became Executive Director, the Coalition has expanded into Washington State and throughout the Pacific Northwest. The Coalition now includes approximately 30 Alaska funds and 20 funds headquartered in the Northwest, representing a total of over 250,000 covered lives.
